Ive been looking at a bunch of different places with AK-47 80% and have some simple questions. Ive seen the flats,laser flats,and the pre bent 80% The receiver Jeff got from cncgunsmith.com required no welding/grinding (from what I saw in his step bystep) http://www.cncgunsmithing.com/projects/ak47receiver.html It looks like it was all done by Dremel. Im confused about the 'rails' that comes with the flats, do they have to be welded in? The rails on Jeffs build looks like part of the reciever and they are bent. I think the easiest to finish reciever I found yet is listed below, its a bit pricey, but it looks to be more complete than the rest. This wil be my first build, so Im looking to start an easy one. Any advice?

Hey gunnit.

So I've always found that sellers of 80% AK lowers don't include the bolt guide rails already welded on, up until I found Henderson Defense's 80% lowers, which come with the rails pre-installed. The company claims to have a letter of the BATF approval of the item as an 80% lower.

I realized after seeing them that I have never actually seen the ATF ruling in writing regarding rails being installed, only rulings in regards to AR's. Googling yielded nothing.

My question is, does anyone have the actual ruling that specifies having rails installed as making it a firearm? And how is this company able to offer receivers with rails and still consider them 80%?
